I don't understand about just how much of Capcom is involved in that procedure

Synchronizing 100% character models doesn't sound simple. The problem is that the older outfits and layer use are modeled to meseta pso2 match the old pso2 body. In order to synchronize it, they'd have to recreate from scratch (haha pun) 8 years of cosmetics. That's not likely to happen. Well, I mean that I would be ready to drop a certain percentage of those cosmetics to help keep things intact around versions. As long as there's a steady feed of cool new stuff to replace it, I don't mind. I always rotate out my old looks anyhow. Provided that the character models translate 1:1 it'll still feel just like mine.

The example I can think of is that the Monster Hunter Frontier Z cooperation where I can envision the weapons and clothing could unquestionably be given a visual upgrade alongside everything else but I do not exactly know how the licensing or how the legal side of the cooperation functions where I would want it was as easy as Sega going through and upgrading the assets but I don't understand about just how much of Capcom is involved in that procedure.

The same applies to collaborations like the Final Fantasy XIV cooperation with Odin (which still exists as far as I know) where I do not know how much Square Enix is involved that for Sega to be able to update assets there. When it was purely just Phantasy Star-related things (like character outfits, cameos from other games, or other Sega-related properties) I could imagine this probably would have been achieved, or at least would be done. But from the Global variant we don't have the presence of Cougar NX so that I don't exactly know if there are other complications seeing Sega's properties that may also contribute not to updating everything they could within reason.

I can envision that likely out there we'll still see someone wearing those old collaboration things even if they aren't awakened to cheap PSO2 Meseta the very same criteria as fresh cosmetics in a similar manner and that there would have been outrage when it was made unusable or obsolete. Collabs that have experienced their cosmetics removed nevertheless have their assets exist on the sport so those will probably still be accessible for jp players.
