They did state that we may not meet the equip requirements of Phantasy Star Online 2 Meseta the transport equipment for some time after beginning NGS, so clearly it won't move over as level 1 equipment. I don't think we ought to set our expectations too high however. I will assume transfer equipment will be mid-game equipment or require a lot of upgrades to be end-game gear unless they say otherwise.
