With regard to 1, it is safe to assume that it would not work. Free transfers away from WOW TBC Gold servers with massive queues were not really used. A change in racials would have to be a massive power to be convincing the players, since it is already shown that in arena alliance the racial distinction is superior if everything else is equal. Horde PvPs are eager to be Horde. It is entirely understandable.
I called it an ineffective argument since it's easily avoidable. If the population of servers in a PvP server is over 55/45 Horde is the most popular, and making it impossible to make an entirely new character on Horde is a fairly simple way to stop the possibility of a server that is wildly unevenly.
The current approach is a reversal of the original game of two factions. This is the main idea behind Warcraft since its inception. Giving free faction changes (mind you, they can limit it to one time per account on the number of characters), so people can make a full swap of their characters, is the best solution.
It seems like a straightforward solution to make it impossible to create new characters on horde but the implications and the backdraft would be huge with plausible arguments such as "I would like to play with my friends" or "I want to be horde, because I like orcs."
Additionally, you would need to restrict the creation of Horde-related characters on all servers in the Bgpool. Not really viable or?
The public had the chance to swap shortet queue times for a long time. They didn't. Because they didn't use the free transfer of servers. This isn't really unusual for me, considering that the majority of people play their preferred team or are where their friends play. It's hard to alter this.
It's not a great argument to have balanced servers or a the bg pool. A change in the game's faction would enable them to play with their friends as alliances, rather than playing in horde.
Transfers between servers are always an uncertain affair. It is impossible to know which server is as good or worse than yours. I've seen it firsthand in Vanilla which was where my guild moved to a different server, and after a couple of months, the number of players dropped to a few hundred at peak hours.
The truth is that no one has had the opportunity to switch with their characters that they spend hours and hours on, but if the cheap WOW Burning Crusade Classic Gold queue times would be so much of a win, they would have done that.
