Pilot Project Required.-- (1) Pilot challenge and objective.--The Secretary of Agriculture (in this segment referred to as the ``Secretary''), acting as a result of the Forest Service and soon after completion of an environmental impression assertion (a document of conclusion for which shall be adopted in just three hundred times), shall carry out a pilot undertaking on the Federal lands explained in paragraph (2) to employ and exhibit the efficiency of the useful resource management things to do described in subsection (d) and the other requirements of this area, as suggested in the Quincy Library Group-Community Stability Proposal. 3) Assessment of coverage by groups of chance.--For each individual Indian tribe, for each individual class of danger discovered beneath paragraph (2), the Secretary, in conducting the review, shall ascertain no matter whether insurance plan protection or protection under chapter 171 of title 28, United States Code, applies to that Indian tribe for that exercise. The panel shall prepare the report in session with interested customers of the general public, including the Quincy Library Group. 2) Pilot challenge region.--The Secretary shall conduct the pilot task on the Federal lands within Plumas National Forest, Lassen National Forest, and the Sierraville Ranger District of Tahoe National Forest in the State of California designated as ``Available for Group Selection'' on the map entitled ``QUINCY LIBRARY Group Community Stability Proposal'', dated October 12, 1993 (in this area referred to as the ``pilot undertaking area'').
